At Oakhill Secure Training Centre we look after young people aged 12 to 18 years old who have been remanded or sentenced to periods of detention. The vulnerable young people in our care can be challenging with a wide range of social and emotional complex needs. This is an environment that calls for high standards of social care and service delivery to provide a secure and stable environment for young people to develop their life skills and address the behaviours that have led them into custody.
Oakhill Secure Training Centre works closely with the Youth Custody Services to ensure that its regimes and designs reflect best practice in residential care to prevent offending.
As a well organised manager with experience of line managing individuals the Deployment Manager will lead the centralised Staff & Deployment function to ensure that the operational needs of the STC are achieved through the efficient utilisation of operational staff.
Key Responsibilities
- Direct line management responsibility of the Deployment Officer and Communications Officer.
- Profile resource requirements and build rosters to ensure all operational staff resources are effectively deployed and all MSL requirements are achieved.
- Develop, implement and oversee efficient systems to manage the working environment effectively, ensuring operational needs of the STC are met.
- Liaison with other departments including HR and Safeguarding to be fully aware of staff relations issues and ensure effective deployment of staff.
- Liaison with HR to highlight vacancies within the operational residential team, and in line with the Centre’s staffing profile. Maintaining the Centre’s Pipeline for projection of staffing vacancies. Complete Authority to Recruit requests and notify relevant manager of vacancies and requirements.
- Create, manage & oversee annual rotas for the Residential team and the E2 Managers. Oversee all Annual Leave and training requirements to ensure effective resource management.
- Be the first port of call to deal with any challenges, queries or discrepancies raised by the staff teams, and take all measures to try and resolve these.
- Monitor and analyse costs related to staffing and provide data to relevant stakeholders for their consideration to enable effective budget management, including completion of weekly forecasting data.
- Oversee the use and sign off of the Kronos system to ensure accurate records are maintained and it is used efficiently and effectively throughout the STC.
- Report all absence in line with current processes and manage use of overtime around absence.
- Ensure all daily, weekly & monthly reporting is completed within timescales and submitted to the relevant department (i.e HR and Quality Assurance Manager).
- Along with Senior Residential Managers, jointly complete formal meetings relating to flexi working requests and reviews in order to maintain appropriate staffing profiles.
- Allocate staff where required to attend all training in liaison with the Learning & Development (Training) Officer to plan training activity to meet contractual requirements.
- Undertake other reasonable duties as and when determined by senior management
- Coach and support staff to maximise their performance and ensure values, ethical standards, equality and diversity, policies and procedures and contractual requirements are met.
- Assist in the promotion of creating a positive Health & Safety culture to achieve and maintain appropriate recognition.
- Ensure the maintenance of security within the STC environment by compliance with security instructions.

Essential Skills
- IT literate particularly use of Excel and Google systems.
- Ability to directly line manage individuals.
- Excellent communication & interpersonal skills.
- Well organised individual able to work to deadlines.
- Able to produce and interpret data and analyse future forecasting figures.
Desirable Skills
- Experience of project/ work planning, monitoring and reviewing
- Knowledge of basic accounting principles and ability to interpret financial information
- Experience of developing and maintaining a rostering system.
