At Oakhill Secure Training Centre we look after young people aged 12 to 18 years old who have been remanded or sentenced to periods of detention. The vulnerable young people in our care can be challenging with a wide range of social and emotional complex needs. This is an environment that calls for high standards of social care and service delivery to provide a secure and stable environment for young people to develop their life skills and address the behaviours that have led them into custody.
Oakhill Secure Training Centre works closely with the Youth Custody Services to ensure that its regimes and designs reflect best practice in residential care to prevent offending.
We are looking for a Senior Audit and Finance Manager to join our team at Oakhill Secure Training Centre to oversee the management of the compliance framework, collating, analysing, evaluating and presenting information to the management team to ensure that the Centre is contractually compliant. Additionally, responsible for the management of the Finance Department, ensuring the financial administration service is functionally effective. Participating in the preparation of budgets, monitoring of cost and resolution of financial contractual issues. Overseeing the assurance, governance and quality assurance of the Centre’s complaints processes.
Some of the key responsibilities are;
- In consultation with the Head of Operational Delivery, implement and deliver the Self-Audit programme (based on a local risk assessment of standards)
- Development and implementation of the compliance matrix
- Oversee the management of the delivery of thematic auditing to maintain excellent practice, highlighting areas of deficiency to relevant senior managers
- Present analysis of data to identify patterns, trends of behaviour, occurrence and identify areas of risk in line with contractual requirements.
- Oversee the quality assurance on all aspects of the self-audit process.
- Ensure that all submissions are made to relevant stakeholders and contain accurate information
- Support staff in their understanding of the contract and the execution of their duties in compliance with the requirements of the contract.
- Monitor the required performance returns to ensure accuracy on a monthly basis and ensure required information is submitted to the nominated Senior Managers within the required time constraints.
- Provide analysis of management information to identify patterns and trends and thereby support a culture of continual improvement.
- Ensure assurance, governance and quality assurance of the Centre's complaints process
- Manage and control financial accounts on behalf of the children on a day-to-day basis, ensuring accurate records are maintained.
- Oversee and maintain effective work systems, ensuring that all financial correspondence and documentation is dealt with and meets audit requirements.
- Oversee the administration of a site cash flow, so that company and audit standards are maintained.
- Manage and coordinate the input of electronic ordering systems to ensure it is current, operational and accurate.
- Ensure all financial contractual obligations are met and that full compliance with all legal, statutory and contract conditions placed on the business stream/unit are achieved.
- Ensure that all financial reporting to management is timely achieved and for management to be fully informed of the current and future projected financial position and progress.
- Manage the coordination and preparation of operational budgets and forecasts to meet business needs.
- Support operational management providing financial and commercial advice for the resolution of contractual issues.
- Working closely with other Finance colleagues when completing other financial elements of tenders and re-bids for Oakhill including contract pricing, detailed costings, risk assessment, financial models and benchmarking.
- Manage data collection requirements and processing to ensure accurate reporting to meet contractual requirements, performance reviews and effective practice meetings to maximise continuous improvement.
- Undertake the role of Duty Director on a rotational basis.

The Ideal Candidate:
You must hold Custody Officer status if taking the Operational element of this role which either involes successfully completing a full Secure Care Officer Initial Training Course or already being a badged Custody Officer.
Experience of working in a custodial environment would be desirable but isnt essential if taking a non-operational role together with auditing and project management experience.
