The Tower Hamlets Schools (THS) PFI Contract covers 24 schools in East London and is part of a wider PFI contract, covering Facilities Management contracts in London and the Midlands. G4S FM provides full Lifecycle replacement and mechanical and electrical system (M&E) services across these 24 schools as part of the Tower Hamlets PFI Contract. This role will be mainly site based in Tower Hamlets schools

 

About the role

We have an exciting opportunity for a Health, Safety & Compliance Officer to join our friendly team working on the Tower Hamlets School (THS) PFI contract based at Trinity Buoy Wharf. This is a full time role working 40 hours per week, Monday to Friday.

As Health, Safety & Compliance Officer, you will be responsible for monitoring the overall health, safety and compliance framework to ensure the contract(s) complies with statutory and mandatory requirements, industry best practice, SFG20 and internal H&S Policies and procedures. This will involve monitoring and reporting on standards, processes, communications, training and systems to ensure all responsibilities associated with health, safety and compliance are continually adhered to, plus coaching and mentoring to ensure any identified gaps are managed by those responsible.

 

Responsibilities

  • Review, track and report on all health, safety and compliance tasks & PPMS and resulting remedial actions 
  • Priority actions clearly discussed and agreed with the Operations and Hard FM Management.
  • Carry out re-assurance checks as part of the "Independent monitoring & assurance" Compliance team for the business.
  • Active participant in H&S meetings and compliance performance meetings, 
  • Assist the contract to ensure that all buildings operate and are maintained in accordance with all statutory and mandatory requirements, are compliant with relevant legislation and in line with the requirements of the tenants/clients.
  • Preparation and hosting of both internal and external audits.
  • Management of audit action closure with suitable evidence
  • Conduct regular site visits and safety tours with follow up action plans and site visit reports.
  • Coaching and mentoring of those with any responsibility for health, safety and compliance duties
  • Assist with incident investigations, incident statistic collation and analysis
  • Actively promote the business safety campaigns
  • Monitor the management and use of site water & fire log books and on-site contractor controls
  • Review contractor/engineer service sheets following remedial works or scheduled servicing – retaining all suitable evidence within the quality management systems
  • Updating and assisting management of the contract compliance tracker and notifying stakeholders of any deficiencies.
  • Monitor timeframes for remedial action completion - escalate any delays or slow progress to the Contract Manager if required..
  • Support the Compliance Manager and Compliance Administrator, to ensure due diligence checks are carried out on all contractors. 
  • Assist with the implementation of the G4S FM Occupational Health & Safety Management System and Safety Improvement Plans within the contract 
  • Ensuring the Health & Safety Policy is adhered to by the Contract, as well as all policies and procedures as detailed in the Contract Safety, Health and Environment (SHE) Plan.
  • Ensuring that all health, safety and compliance Safety Improvement Plan objectives are undertaken by all relevant employees.
  • Attend, support and provide data to the Contract Manager for performance review meetings as required..
  • Monthly review and analysis of hazard reporting for the Contract(s).
  • Complete monthly performance reports on health, safety and compliance as required
  • Complete dedicated assurance audits of site plant rooms and contractor safety performance
  • Provide cover for the Compliance manager or Compliance Administrator when required


The Ideal Candidate:

Essential

  •  NEBOSH General Certificate in Occupational Health & Safety, Level 3
  • Self motivated
  • Attention to detail
  • Confident and calm under pressure
  • Relevant demonstrable experience in a similar role
  • Strong knowledge of building & asset compliance
  •  Provable experience of auditing and performance monitoring
  • Able to motivate, prioritise and organise effectively
  • Ability to communicate effectively, verbally and in writing
  • Ability to work openly and collaboratively at all levels
  •  Excellent written skills
