A brand new building; HMP Five Wells in Wellingborough is the UK’s first purpose-built, new resettlement Prison.

Within Care and Rehabilitation Services, the philosophy of our prisons is to rehabilitate offenders and equip them to re-integrate into mainstream society on release. We seek to normalise prison conditions as far as possible to reflect life in the outside community. About the role

We are looking for a Head of Facilities Management (FM) to join our FM team to manage the Facilities Management Services across HMP Five Wells.  You will be responsible for meeting all statutory, mandatory and maintenance requirements in line with the Authority established baselines and contractual obligations.

Reporting to the Deputy Director you will ensure that contractual KPI’s, compliance and other legislative requirements are met whilst ensuring building and services maintenance, facilities management, cleaning and other FM services are delivered to the standards and service levels demanded across this secure environment.

Some of the key responsibilities of the role are:

  • Responsible to the Site Deputy Director for operational delivery of all Property and Facilities Management Services, ensuring that the services are delivered in accordance with all contractual obligations, standards & legislation, company policies and procedures.
  • Management of risks identified within the contract and associated performance standards and specifications, including where appropriate, whole life costs.
  • Management of the lifecycle process.  Responsible for the life cycle model; including liaison with stakeholders to identify capital equipment replacement in order to minimise both operational and commercial risks.
  • Management of the defects process.
  • Company Representative at Client Liaison Meetings.
  • Develop and maintain effective communication and good working relationships with all stakeholder parties (MOJ/HMPPS/PMG/CPFSI/Supply Chain) and resolution of all issues arising where the risks reside with G4S.
  • Identify account development and/or improvement opportunities where achievable, whilst minimising risks to contract financial performance.
  • Develop and manage the budget/forecast for own area of responsibility, ensuring that identified financial targets are achieved whilst meeting all contractual/commercial requirements, ensuring that company assets are successfully maintained according to schedules throughout the whole life of the contract.
  • Maintain an absolute focus on Health and Safety at all times ensuring a safe working environment by compliance with Health and Safety Legislation, Client and G4S internal H&S and compliance procedures
  • Oversee processes for monitoring hours required and work undertaken to ensure that specifications are met and staff are appropriately rewarded in line with budget targets.
  • Monitor subcontracted services ensuring they meet contractual and statutory requirements.
  • Support Sustainability objectives within budget constraints.
  • Responsible for FM matters at trading reviews including the provision of monthly reports on performance and spend to ensure full oversight of compliance against HMPPS baselines is delivered within budgetary guidelines.

Coaching, supporting and motivating your team is an essential requirement in order to deliver this service to meet customer, commercial and contractual requirements.  You will oversee the production, maintenance and dissemination of comprehensive management information to ensure all relevant stakeholders are kept fully informed about the functionality and legislative compliance of the site.

 

As an experienced Manager, you will manage HR issues (with support from HR representatives) including recruitment, employee relations, staff development, and absence management.

 

In addition, you will manage the FM budget and forecast pipeline for HMP Five Wells, ensuring that identified financial targets are achieved whilst meeting all contractual/commercial requirements, ensuring that company assets are successfully maintained according to schedules throughout the whole life of the contract.

 

As a contractual requirement of the role, you must be able to demonstrate that you have the following professional qualifications/experience:

  • Industry recognised qualifications e.g. HND, HNC, NVQ
  • Good working knowledge and understanding of Health and Safety Legislation (qualification – IOSH/NEBOSH)
  • In-depth knowledge of the industry’s standards and regulations, as well as significant experience of in-house and outsourced facilities management service delivery

 

Some of the key essential skills and knowledge for this role are:

  • Experience in M&E Services and Buildings Maintenance
  • Excellent communication skills - verbal & written
  • Experience of legislative compliance within a complex facilities environment
