Within Care and Rehabilitation Services, the philosophy of our prisons is to rehabilitate offenders and equip them to re-integrate into mainstream society on release. HMP & YOI Parc accommodates 1038 convicted male adult prisoners and remand/ convicted young offenders and young people in a secure but modern environment.

 

About the role

HMP & YOI Parc is a fast paced complex and challenging environment.

 

You will develop, implement and manage compliance, performance and quality assurance systems across Offender Management in order to provide confidence that delivery meets contractual requirements, national standards and HMIP expectations.

 

This role will be key in helping us to improve delivery as an Offender Management Unit and ensuring that we are delivering a good service to the population that meets national expectations and ensures accountability across the department.

 

The demands and expectations across Offender Management are varied and often time bound, with a high volume of work across the whole department. Within this context it is imperative that we have strong compliance and QA systems to ensure we are delivering effective performance and quality outcomes for prisoners.

 

 

Some of the key responsibilities for this role are:

  • Direct line management of the compliance and performance team, OCA and VIsor
  • Development, implementation and maintenance of performance, compliance and QA systems across the Offender Management department.
  • Providing regular reports to Senior Management regarding performance and QA to enable effective management.
  • Ensuring compliance with Offender Management, Public Protection, Mappa and parole policies and timescales, and delivery against national standards.
  • Analyse data to identify trends and patterns relating to OMU delivery, resourcing pressures and workload demands.
  • Gatekeeping of OASys, categorisation and other risk assessments in line with policy.
  • Regular self assessment against Domain 4 HMIP expectations (Resettlement and release planning) and reporting back to OMU Senior Management team.
  • Oversight of Psychology Service Level Agreement and performance against this, alongside wider oversight of delivery against parole requirements.
  • Supporting the department to understand and implement key policy changes.
  • Develop and maintain relationships with relevant probation and resettlement team contacts.
  • Assist in the promotion of creating a positive Health & Safety culture across the site leading by example, this includes reporting accidents and near misses in a timely manner & follow the applicable safe systems of work for the role.

You will need to be an organised and methodical problem solver, with good IT skills and a good grasp of the requirements across Offender Management.

You will need to have an eye for identifying issues and be able to interpret and analyse data.
