Within Care and Rehabilitation Services, the philosophy of our prisons is to rehabilitate offenders and equip them to re-integrate into mainstream society on release. We seek to normalise prison conditions as far as possible to reflect life in the outside community. Our aim is to create an environment in which staff and prisoners feel safe and causes of prison stress are minimised. Central to our philosophy is the relationship between staff and prisoners. Our training and operational practices emphasise the need to treat prisoners with dignity and respect and G4S staff build positive and supportive relationships with the prisoners in their care. HMP & YOI Parc accommodates 1038 convicted male adult prisoners and remand/ convicted young offenders and young people in a secure but modern environment.

The Head of Offender Management Services will provide leadership across Offender Management Delivery (probation). This role will be key in ensuring the Offender Management department is central to the functioning of the prison, delivering against the expectations of HMIP and providing a service that meets the needs of the prison population here at HMP & YOI Parc.

HMP & YOI Parc is a complex environment, with significant demands across Offender Management including public protection, population movement, parole and sentence management. The volume of work across the team is high and the ideal candidate for this role will be able to support teams and managers to put the right systems and processes in place to ensure that work is delivered to a high standard and in a timely manner. You will need skills in collaboration, strategic planning, developing staff and implementing and overseeing performance systems. This is an opportunity to ensure HMP & YOI Parc is at the forefront of Offender Management, delivering excellence on a daily basis.

 

Key Responsibilities

  • Direct line management of the First Line Managers for the Prison Offender Manager team, the Case Admin/Custody team, and the Performance and Compliance team.
  • Represent the department internally in a Senior Management capacity at relevant meetings.
  • Work alongside HOMDs to ensure effective leadership and direction across the department.
  • Ensure effective performance, quality and assurance processes are in place across the department.
  • Manage the day-to-day delivery of offender management and OASys policy, practice and procedures and associated communication strategies to ensure compliance with the relevant standards, including security instructions.
  • Develop and maintain effective working relationships and communication with internal and external departments and agencies involved in all aspects of offender management delivery to ensure the process is adhered to.
  • Coach and support employees to maximise their performance and ensure values, ethical standards, equality and diversity, policies and procedures and contractual requirements are met
  • Undertake the supervision role within the OASys and offender management processes to ensure compliance with the relevant standards.
  • Co-ordinate the application of the offender management process for all sentenced offenders to ensure compliance with the relevant standards.
  • Advise on all movements of offenders in and out of the prison to ensure contractual numbers are maintained and prisoner profile is in line with the needs of the prison.
  • Manage the risk management procedures in compliance with public and child protection and harassment standards and update and maintain local policies accordingly.
  • Assist in the promotion of creating a positive Health & Safety culture across the site leading by example, this includes reporting accidents and near misses in a timely manner & follow the applicable safe systems of work for the role.

Essential Skills

  • Sound knowledge and full understanding of Offender Management
  • Strong leadership skills.
  • Strong communication skills both verbal and written.
  • Resilience Skills
  • Experienced in People Line Management

Desirable Skills

  • Sound knowledge of Home Office Standards for re-offending
  • Knowledge of risk management tools
  • Experience of project/ work planning, monitoring and reviewing
  • Good IT skills, including knowledge of Word, Excel & PowerPoint.
  • Welsh Speaker
