The Project Manager oversees and manages the operations and administrative requirements of the G4S locations that support the US Immigration and Customs Enforcement (ICE) San Antonio effort. This position will ensure contract compliance in accordance with the ICE Performance Work Statement, State, Federal, and G4S policies and procedures.  The Project Manager will interact and coordinate security activities with G4S management and representatives of ICE.

Role Responsibility:

Specific Duties and Essential Functions

  • Primary liaison between G4S and ICE’s Senior Management
  • Maintain at a minimum monthly communication both by phone and site visits with senior ICE representatives to ensure customer satisfaction and to minimize contractual performance issues
  • Management of Operations; provide supervision to Operations Manager and ensure implementation of standard security operations at each location; review disciplinary actions for consistency and propriety 
  • General Training Management; ensure that contract required training and screening elements for security personnel have been met; quality assurance and contract compliance 
  • Manage the various ICE locations by assigning directives to the Operations Manager and indirectly to the Supervisors
  • Coordinate issues to ensure that all programs are in compliance with the Performance Work Statement, State, Federal and G4S policies and procedures by requiring daily oral summary reports, weekly meetings on operational issues and monthly written status reports
  • Review weekly the Profit and Loss (P&L) reports, Overtime Reports (W-68), and any other fiscal reports to ensure compliance and fiscal responsibility
  • Maintain monthly communication both by phone and site visits with senior ICE representatives to ensure customer satisfaction and to minimize contractual performance issues
  • Review highly complex project developments to include plans, policies and procedures tasked to subordinate managers
  • Act as the final deciding official on adverse actions proposed and directed by the project subordinate managers when such actions are appealed

The Ideal Candidate:

Education, Licenses and Certifications Required

  • High school diploma or equivalent

Type and Length of Specific Experience Required

  • Must possess experience in a security operations setting in a management capacity
  • Must possess a minimum of five (5) years of administrative and project management experience in the detention and transportation of detainees
  • Work history must demonstrate knowledge of the principles, concepts, methods, and techniques of transportation and security operations management

Skills Required

  • Proficient computer skills including Microsoft Office and/or Google Applications
  • Effective oral and written communication skills
  • Active listening skills
  • Ability to assess and evaluate situations effectively
  • Ability to identify critical issues quickly and accurately
  • Attention to detail


  • Must be at least 21 years old or the minimum age required by the state, if higher
  • Must be a United States Citizen
  • Must be able to read, understand, and comprehend legal regulatory rulings and guidance
  • Must not use illegal drugs. Must be able to pass a drug test with negative results (except when undergoing documented medical treatment).
  • Must submit to an extensive background check, including criminal history, personal references, employment and education verifications, and Department of Motor Vehicle and credit checks if applicable
  • Must be able to provide, upon job offer, a DD214 discharge document with discharge status indicated, if prior military

Physical Requirements and Environment

Environment:  Office; minimal to no work in extreme temperatures is expected

Major activity:  Working on PC, walking, standing, speaking, listening, observing

Physical efforts to carry out job duties:  Limited, to include some standing, bending, light lifting, and limited stretching and reaching
