G4S Custodial & Detention Services currently manages 4 prisons, one secure training centre and a number of community contracts in England and Wales. The philosophy of our prisons is to rehabilitate offenders and equip them to re-integrate into mainstream society on release. We seek to normalise prison conditions as far as possible to reflect life in the outside community. Our aim is to create an environment in which staff and prisoners feel safe.

A brand new contract, HMP Five Wells will be the UK’s first purpose-built, peer-led resettlement Prison. With the expected opening in early 2022, a one of a kind new generation category C new build Prison for the future; HMP Five Wells in Wellingborough will be an integral part of the local community.

We are looking for an experienced Procurement Manager to lead on the successful mobilisation of HMP Five Wells, after successful completion, you will then move to your next project.  The scope of this role will be to provide additional support for commercial bids as well as developing a blueprint way of working to be adopted amongst the remaining prison estate. As a Procurement Project Manager, you will identify and mobilise the supply chain to support the opening of HMP Five Wells. As part of this great opportunity, you will work with the Group Procurement Team and the Prison mobilisation team to identify and engage with suppliers, leveraging spend, implementing contracts and ensuring compliance to G4S and customer standards and systems.

Along with your current knowledge, skills and your can do attitude, you will maintain a consultative attitude, work collaboratively and openly foster creative and effective Procurement solutions.  This role requires you to have drive and enthusiasm, be engaging, have a good sense of humour and have the ability to thrive in a dynamic and challenging setting. 

The main key accountabilities for this role are:

  • Hold a good understanding of tactical sourcing and can build and develop sub-category plans
  • Accountable for the Project Plan to identify, negotiate, contract and implement the suppliers, including organising and facilitating supplier open days.
  • Support the annual Procurement of UK cost reduction targets. Ensuring savings are realised, signed-off and tracked
  • Lead/support compliant sourcing, negotiation activities with key suppliers, in line with the Regional/Country Category strategies, ensuring supply chain solutions meet the business requirements and deliver in year P/L savings and efficiencies. 
  • Manage supplier performance measures against which suppliers are monitored within a culture of continuous improvement and best practice, making recommendations to change suppliers where necessary
  • Develop supplier catalogues, to drive business requirements through agreed catalogues.
  • Run an effective procurement process from start to finish (able to buy capital expenditure equipment and maintenance agreements)
  • Ensure technical/commercial/operational requirements are fed correctly into any Group/Regional tender.
  • Seek an opportunity to leverage category spend to further reduce supplier costs, drive out additional savings, and improve overall efficiencies
  • Demonstrate a track record of being able to run an effective procurement process from start to finish
  • Able to take on contract management for critical supplier contracts, driving a continuous improvement agenda, with tangible measurable outputs.
  • Support procurement initiatives and build positive working relationships with senior stakeholders, developing appropriate engagement processes to successfully influence procurement investment, budget and planning cycles.
  • Ensure regular market testing and benchmarking is performed to ensure the maintenance of market competitiveness, value for money and best practice.
  • Able to run review meetings with both stakeholders and suppliers

The Ideal Candidate:

The successful candidate must have experience of using ‘Contracts Finder’ and be familiar with the ‘MOJ standard set of requirements’ for suppliers.
