We have an opportunity for an experienced Head of Hard FM to join our team based in Cheltenham. 


As the Head of Hard FM you will be responsible for the high level coordination, executive reporting, stakeholder management and prioritisation of the Hard FM division and all projects across the Foreign and Commonwealth Office (FCO) portfolio.


Key Responsibilities will include:


  • To manage and maintain a multi-disciplined Hard FM team to meet client, operational and business requirements

  • Deputise to the Director of Services when required.

  • Actively monitor the skills set and future pipeline of AP’s to ensure effectiveness and compliance.

  • To own all high risk areas relating to Fire, Power and Water on site.

  • Create and maintain a fully compliant and accountable service for all Hard FM Works and packages.

  • To ensure the delivery of a high quality Hard FM 24 hours a day, 7 days a week, including electrical, mechanical, public health and building fabric operation and maintenance services

  • To manage the development and implementation of local and corporate policies and procedures within infrastructure services so that a compliant service is delivered in line with strategy, legislation and corporate policy

  • To manage the effective financial forecasting so that infrastructure and project budgets are achieved in line with the business plan

  • To manage key sub-contractors to ensure all Service Level Agreements are met

  • To liaise with consortium partners in relation to the design and development of IAS and G4S assets, ensuring that G4S interests are protected

  • To manage the design and development of infrastructure service solutions for the FCO portfolio

  • To manage an effective working relationship with the Client to ensure their needs are understood and met

  • To develop relationships with Operational teams to improve knowledge and understanding of operational needs, best practice, training and techniques so that all hard FM services are operationally and commercially viable

  • To manage the implementation of all G4S services projects, ensuring deadlines are met

  • To be responsible for accommodation management including design, space planning, and the implementation of infrastructure related to major IT projects

  • To maintain knowledge of new technologies and emerging new products, keeping track of new products being developed

  • To ensure potential procurement of such items is commercially viable and gives the company a competitive advantage

  • To support the creation and maintenance of a culture committed to statutory and corporate health, safety and environmental requirements in order to maintain a secure working environment and to achieve and maintain recognition for Environmental Management ISO 14001 and ISO 18001

  • To support the creation and maintenance of a culture of service excellence in order to provide the best possible service delivery to the FCO portfolio to achieve and maintain recognition through accreditation in quality (ISO 9001), Investors in People and potentially an accredited excellence award.

  • Change advocate in support of new business initiatives / development and future Ways of Working

  • Conduct regular direct reporting to FCO boards and ensure effective mitigation and resolution of reported issues

The Ideal Candidate:


Essential Criteria:

  • Excellent project management skills supported by PRINCE2 qualifications

  • Degree qualified – Technical / Business related

  • Managing Successful Programmes practitioner

  • Significant experience of programme management within a complex secure government environment

  • Proven ability to develop and nurture relationships with different stakeholders within a secure government environment

  • Experienced MSP practitioner with proven ability to apply ‘BestPractice’ both within Government and Private sector organisations

  • Significant and demonstrable large site operational management experience in a secure and critical environment, with HV/LV and standby power generation, UPS and chilled water cooling plant installations.

  • Experience of CAMM systems integrated with Asset Management, CAD, BMS, cable management and utility monitoring
