Job Introduction:

This role is to support a Training Needs Analysis (TNA) and RFP development project for a Riyadh-based, government internal security force. The successful applicant will be responsible for defining the roles and responsibilities of the basic, intermediate and advanced operators, based on the findings of the TNA.  The successful applicant will also identify and justify opportunities for improved efficiencies and risk management, including in relation to technology and simulation equipment, assisted by technical Subject Matter Experts.

Role Responsibility:


  • Production of job descriptions and competency statements for basic, intermediate and advanced operators in counter-terrorism; aviation security; important installation security and protection; VIP security and protection; and explosive ordnance disposal (search)
  • Identify and justify opportunities for improved efficiencies and enhanced risk management  
  • Articulate the need(s) for incorporating / upgrading technology and simulation equipment, in particular relating to EOD and small arms ranges
  • Develop high-level initiatives in line with the client’s strategies
  • Conduct quantitative analysis to determine the feasibility of operational and investment decisions
  • Develop stakeholder communications to report on project progress, risks and milestones


The Ideal Candidate:


  • At least 5 years counter-terrorism experience in the military or law enforcement
  • Learning and development experience, including development of job descriptions, competency frameworks and career paths
  • Experience of working on strategic initiatives within large, matrixed and complex organisations
  • Clean driving licence and international driving permit
  • Physically and medically fit to work in the Saudi environment and climatic conditions


  • Previous experience in the Middle East, ideally in an advisory role to a national security force
  • Experience of working through interpreters
  • Colloquial (or higher level of) Arabic
  • Ability to perform under pressure, adhere to strict timelines and milestones
  • Bachelor’s degree
